If you are receiving this error when trying to submit a survey for the NPCC-3 / NPCC-4 then that means you did not complete the full Survey. 

To find out what section there is an issue with, scroll to the top of the page and you will see something similar to this:

Revist each of those sections and ensure you gave an answer for each of them. 

After fixing any errors, try to submit the form!
